Road collapse in Pristina, Chamber of Engineers reacts: Complete non-implementation of the law by responsible institutions

The Kosovo Chamber of Engineers has announced that recent events in construction pits, but also daily practices in many construction projects, as they say, are demonstrating a serious and unacceptable problem: the failure to fully implement the law by responsible institutions.

The response states that the Law on Chambers of Architects and Engineers in the Field of Construction is clear: construction professions must be practiced by licensed engineers, within the competencies defined according to license categories, with the direct aim of protecting public safety.

"However, in practice the opposite is happening: The law is not being fully implemented by all institutions. Control over the implementation of licenses and professional responsibilities is insufficient. Deviations from legal standards and competencies are allowed," the reaction states.

The Chamber of Engineers said that this is not only a procedural violation, but as it is said, a direct danger to the lives and property of citizens. Landslides in construction pits are a direct consequence of this reality.

"In such cases, in addition to the risk to people's lives, we also have property damage and major economic consequences, which can and should be prevented through law enforcement. They are a consequence of a system where: the law is not rigorously enforced, professional responsibilities are relativized, and institutional control remains formal."

The reaction states that the same logic of risk exists in many other construction investments, from residential buildings to infrastructure, where any compromise with the law translates into a real risk to public safety.

"The Chamber of Engineers clearly reminds: The implementation of the law is not an option nor a matter of interpretation - it is a legal and institutional obligation. Therefore, we call on all responsible institutions: To implement the legislation in force without compromise."

"Ensure that every project is carried out by licensed professionals, within their competence. Strengthen control and inspection mechanisms. Take concrete measures against any violation. Public safety is not negotiable. The law must be implemented – in every case, for every project," the reaction states./Periscopes
